Gov. Okowa Charges New DESOPADEC Board

 

The Executive Governor of Delta State, Sen. Dr. Ifeanyi Arthur Okowa on Wednesday July 31, 2019, formally inaugurated the 4th Board of the Delta State Oil Producing Areas Development Commission (DESOPADEC). The momentous event which attracted family members, friends, associates and political pressure groups took place at the Event Centre, Asaba, the State Capital.

In his speech, the Governor disclosed how

he had to strengthen the Commission's corporate governance structure upon assumption of Office in 2015 for greater efficiency and better service delivery. He averred that DESOPADEC being an interventionist agency, a lot was required of it to complement the efforts of the Government to achieve inclusive development, poverty reduction as well as peace and security in the oil bearing communities.

The Governor expressed satisfaction with the appreciable progress recorded in the past four years, manifesting in better synergy in corporate management, quality representation on the Board and responsiveness on the part of the agency to the developmental aspirations and environmental concerns of the host communities.

According to him, our people deserve better and i charge the new Board to work with a renewed sense of urgency. there is really no time to waste. You must hit the ground running. By the end of the second tenure of this administration, I expect the narrative in our riverine communities to be completely different from what it is today.

the Governor therefore enjoined the new Board to "embark on rigorous planning and stringent projects execution that factors the variables of specificity in planning, where projects must be fit-to-purpose, conceived on real, not felt or imagined needs.

Governor Okowa emphasised a recourse to the bottom-up approach as a more effective approach to planning. In his words, "the communities should determine the projects they want in their areas. Commissioners are to draw up the projects needs and environmemtal concerns of their communities and present same to the Board for consideration, approval and execution.

He counseled that short of adopting such templates, their actions will certainly be greeted with criticisms, disapproval and disenchantment. He equally harped on the essentials of accountability as a hallmark of their administration. He said lack of such quality has cost many public officers the respect and goodwill of the media and public. 

He admonished all stakeholders, especially the youths in the host communities to coorporate with the new Board and help it to succeed. "For the umpteenth time, I wish to stress that no meaningful development can take place in the absence of peace. I therefore urge all to shun any anti-social behavior inimical to peace and development. Together we shall build a stronger Delta"

Responding on behalf of the newly sworn in Board, the Managing Director, Bashorun Askia Ogieh gave an assurance that the purpose of their appointment by the Governor will be justified, noting that the appointees are coming with great zeal and determination to make lasting impact on several fronts. We are poised to make Deltans in our mandate areas happy, through provision of basic amenities in as many communities as possible"
